CHICAGO — Governor Rauner says deploying the National Guard on Chicago’s streets is not the answer to the city’s spiraling violence.

Rauner says he’s talked to community leaders who want a visible troop presence on the streets.

But he says, activating guardsmen would be an “emotional” reaction that “wouldn’t make sense.”

Local activists want the governor to declare a state of emergency, in hopes of tapping federal resources for the fight against street violence.
