It’s unclear how long Illinois’ next state comptroller will serve; but he or she will have a tough act to follow.

Judy Baar Topinka died Wednesday before she could be sworn in for her second term; and state politicians agree, her three-decade career has secured her political legacy.

The state constitution gives the outgoing governor, Pat Quinn, the authority to name at least a temporary successor.

If Quinn chooses someone, it will be up to the lawyers to argue whether incoming governor Bruce Rauner has the power to replace that person with a permanent successor or call a special election to let the voters choose one.
