The Illinois Lottery says, not enough rich people are buying lottery tickets.

The Lottery Control Board says, Chicago’s poorest neighborhoods account for a disproportionately high share of ticket sales.

The board is complaining that the marketing company it hired two years ago isn’t doing enough to make the lottery attractive to affluent players.

The lottery has missed its revenue projections by more than $200 million since 2011.
