Thursday marked Day #296 of Illinois’ budget mess.

It has been  months and counting as Democrats and the Republican administration face off over finances.

All as state residents and families continue to suffer.

A small business owner , her staff and some of their clients who are members of one of the most vulnerable populations are taking a hit.

The Dept of Aging refuses to acknowledge that any seniors are losing services because state money to pay for home care workers is frozen.

WGN spoke with one woman who cuts those workers checks.

In nine months time she has cut her staff in half and lost half of her clients.   She is now is broke trying to keep her company afloat.

The state is holding onto $1.3 million and the governor's staff says no one is losing service?  How is it possible?
