The second man was wounded in the arm and head. He was taken to Northwestern Hospital in critical condition, according to police.
The woman, 19, was shot in the back and was taken to the hospital in good condition.
Police said the two men were targeted by the shooter. Police also confirmed there were two children present during the shooting.
Police have not released a detailed description of the person with the gun, but said they have information about who he is.
No one was taken into custody.
This is the third major incident on CTA trains this month, and matches a pattern of increasing danger for CTA customers in the past number of months. Though Monday's shooting was a sparked by a "person dispute," according to Chicago police, those who visit the city and those who ride CTA are keeping more alert.
