CHICAGO — Mayor Rahm Emanuel will announce today he is creating a second cabinet-level post of deputy mayor.

He is appointing Andrea Zopp, who recently ran unsuccessfully for the U.S. Senate.

Part of Zopp’s new duties will be to create job opportunities in Chicago’s poorest neighborhoods.

Emanuel has faced criticism for a lack of effort to bring economic development to the South and West Sides.

Also today, the mayor and Zopp are expected to announce an expansion of CTA service on the South Side.
