CHICAGO -- A new review by the Chicago Police Department concludes, four out of five police dashboard cameras don't properly record audio, and one out of eight has unreliable video capabilities.

On the night Laquan McDonald was shot to death last July at least three dashboard cameras at the scene didn't work.

According to DNAinfo Chicago, the police department blames most cases on equipment issues; but in others, it says officers may be intentionally disabling the cameras.
