What IS that? Mysterious brown substance oozes into Chicago River after storms

CHICAGO — When the storms were passing through Thursday morning, a brown substance started leaking into the Chicago River near Michigan Ave.

The Metropolitan Water Reclamation District says it is investigating what this substance is and where it came from.
