It’s been nine years since “Senator” Barack Obama campaigned on “hope and change.”

Obama is the first president from an urban area since John F. Kennedy.

The sales pitch of many of his supporters included the argument that he was uniquely positioned to help his adopted home state and city.

There were high hopes his election would bring a windfall of federal money to Illinois.  Did it happen?
