CROSBY, Texas -- Video of a school bus accident near Houston shows students being thrown out of their seats because the bus didn't have seatbelts.

The bus ended up in a ditch and rolled onto its side last month.

Fourteen students and the driver were taken to the hospital with injuries that were not life threatening.

The driver said she swerved to avoid a collision.

There are no federal rules requiring seatbelts on school buses.

A Texas law requires all buses paid for by the state after 2010 to have seatbelts but that measure has been stalled due to a lack of funding.
