Up to 3 people could replace Comptroller Topinka

Illinois could have up to three different comptrollers following the death of Judy Baar Topinka.

Governor Pat Quinn has the power to appoint someone to serve the last month of the current term.

Then, incoming governor Bruce Rauner can appoint someone for the term that starts in January.

But Attorney General Lisa Madigan says an appointment for a full four-year term is undemocratic.

Madigan is calling for a special election in 2016, but Rauner’s office says he will appoint someone for the full term.
