Cops: Wrong-way driver caused fatal LSD crash, alcohol suspected

Two men were killed in a crash on Lake Shore Drive early Friday morning when their vehicle was struck by a wrong way driver. An off-duty North Chicago police officer has been arrested in connection with the crash and Chicago police say alcohol is believed to be a factor.

Fatal LSD crashThe mayor of North Chicago in a statement identifies that off duty officer as Terrell Garrett.

The crash occurred around 4:00 a.m.  The driver was in a silver SUV and got on Lake Shore Drive near LaSalle. He was heading northbound in the southbound lanes.

The car hit a Toyota near Belmont first, injuring the woman driving that car.  Then, the car slammed into a jeep killing the two men inside.

The medical examiner’s office identified those men as Fabian Torres, 27-years-old and Joaquin Garcia, who was 25.

The wrong way driver is hospitalized with a fractured hip.  He was going an estimated 60-miles-per-hour at the time of the crash.

Morning rush hour traffic on lake shore drive came to a halt for hours during the investigation .

This is more troubling news for the embattled North Chicago Police Department.  The off duty officer has not been charged as of yet.

He is being treated at Advocate Illinois Masonic Medical Center and has been placed on administrative leave, pending the outcome of this investigation.

    Instead of just closing Lake Shore Drive at Belmont, perhaps the police could close the on-ramps to the north, prohibiting cars from entering Lake Shore Drive. Emergency management was abominable. Allowing cars on, to just sit makes no sense.

      the news said LSD would be open by 7am…oh, that was before they found out who caused the crash in the first place. Traffic was poorly managed by CPD.

    Well, I know that when I'm driving in my car, I'm also watching the news so I can be more aware of crashes and stuff. Oh, and the police definitely ARE traffic aides.

    Okay, the crash was at 4 and the police finally re-opened southbound traffic on LSD at 10. Does it *really* take six hours to clear and investigate an accident? REALLY? I mean … deepest sympathies for the dead and suffering. Truly. But the accident site management aspect of it … SIX HOURS??

      Yep 6 hours. do you want the wrong person to be charged or get the wrong details of the crime?? I can tell nothing like this has happened to you and truthfully I hope nothng like this happens to you!!! So if you relax a little, have some patience and some understanding on how long it takes to get there job done completely. If you truly have the sympathy then you should have the patience. I have had to learn a lot after loosing my daughter to a drunk driver and what the police had to do to get it solved.
      I really mean it take some time and ask your self what is your hurry and where are my patience. We know you have them!!!

    with fatalities it turns into a crime scene, depending on the circumstances, it can take 4-6 hours.

    Rob, have you not dealt with insurance companies, not to mention the "ambulance chasing lawyers" that will file lawsuits for this accidents.? That is why these clean-ups take so very long. I'm surprised that it was finished in only six hours.

    What needs to be said on the news is that this Police officer killed a 25 year college Joaquin Garcia student who was expected to graduate in less then 2 months. His life was taking by someone who was suppose to protect and serve

    The headline should not say alcohol suspected. Alcohol was not driving the car. The fact that he was drunk should be an aggravating offense, not a defense. So if he earned himself 30 years in jail for the murder of these two young guys, they need to ADD additional time because he was drunk and more time still because he was a police officer and having chosen to enforce the laws, be put on a higher standard for following them.
