Four people face charges ranging from child neglect to animal cruelty after police were called to a home over-run by nine dogs and filthy living conditions.
Elgin police arrested Cheryl Thacker and Randy McDonald on charges of misdemeanor cruel treatment to animals.
Two other adults in the home are also charged.
Police were called last week after receiving reports of a strong odor.
They found dog feces throughout the home.
Two children living there have now been placed with relatives.
The house has been condemned by the city of Elgin.
