    I have never heard of a person who committed mass murder that had a criminal history so what this going to accomplish except take our money.?

    I was mistaken . A few of the perpitrators did hae a crimiinal recore which would have registered, but most of them did not. This system would not work unless all the misdemeaners would also be included.
